Can anyone tell me how long it takes for them to grow and when do you know if its time to dig them up?

I'm growing them for the first time and my sister tells me that they're ready once they have flowered and started to die down. I've had them growing in tyres for 2 months and they don't look anywhere near to flowering. I think she said they would be ready by winter, which seems like a long time.
