Transplanting when dormant is best because only then has the food been stored for next years leaves and flowers. Usually lillies become dormant in late summer to autumn.

I was gonna say, not now lol!

I was told by a very wise and experienced friend, at the end of the season, dont break or cut off the green stalks-the leaves are still making food, and the food made in the leaves between flowering and dormancy, is then stored in the bulb, and is the food for the next seasons growth.
