This could either be Mite damage, or a fungal or bacterial infection. I would begin spraying with flowers of sulphur once a week, or with liquid copper-Wally's from Mitre10, Palmers or Oderings is the best one. If that doesnt seem to start working after atleast a month, try a Miticide, or try spraying the miticide a couple of days after the sulphur/copper, although im not sure you can mix the two.

Neem based insecticides can be a better option instead of sulfur. Mites damage can be significantly controlled by Ozomite- a neem based bio insecticide. You may find further details here: http://www.ozonebiotech.com/ozomite.html

But it wont stop a fungal or bacterial infection will it? Thats why i suggested using one of the two to begin with and seeing if that clears it up first. Failing that, THEN we can look at a neem spraying oil.

Its Fig Rust... Simple Fungicide Recipe 1 tablespoon dish soap 1 tablespoon vegetable oil 1 tablespoon baking soda Mix with 4L of clean water and use in a sprayer. Rainy weather will cause the disease to be worse. Collect the fallen infected leaves and remove them from the area. They will harbor the disease and if left on the ground they will infect new leaves. Pruning the tree will increase air movement inside the foliage. When watering the tree, be sure to avoid getting the leaves wet, this favors infection.
